DAR-ARMM officials attend Summative Assessment, Planning Conference and Budget Preparation in Manila

Officials of the Department of Agrarian Reform, ARMM (DAR-ARMM) as spearheaded by Regional Secretary Dayang Carlsum Sangkula-Jumaide attended a four-day assessment and planning orientation for calendar year 2018 on February 13-16, 2018 at Sequoia Hotel in Quezon City. The DAR Central Office purposely conducted the three-fold activity for the third level officials of the Department to come up with strategic plans to improve the implementation of agrarian reform program in the country.

In the said activity, Agrarian Reform Secretary Atty. John R. Castriciones presented the Department’s thrusts and directions, to wit: 1. Initiate and streamline legal procedures; 2. Increase issuance of certificates of landownership award (CLOAs); 3. Implement programs that will help farmers retain their CLOAs and stay in their farms; 4. Use convergence of line departments to give support to the farmers; 5. Utilize the family as the focal point for agrarian reform; and 6. Accomplish placements and promotion of DAR employees affected by the Rationalization Plan.

“These thrusts and directions that my team crafted are aligned with President Rodrigo Duterte’s national goal of eradicating corruption, addressing social justice and improving the economic lives of our poor farmers,” Secretary Castriciones said. He also stated that the abovementioned thrusts and directions would serve as guide for formulating strategic plans for agrarian reform implementation for the next five years.

Joining Secretary Sangkula-Jumaide were the third level officials of DAR-ARMM namely: Assistant Regional Secretary Sampaco A. Mamainte, Director II for Support to Operations Rebecca R. Bautista, Director II for Operations Nasir Tumog, Regional Chief Legal Atty. Renato D. Magno, Regional Support Services Delivery (RSSD) Chief Noemi P. Barretto, Regional Planning Chief Jarratul Radjid, Regional Budget Officer Arciluddin M. ututalum, Jr., Provincial Agrarian Reform Program Officers Rockefeller Undug of DARPO Sulu, Mesug P. Unda of DARPO Lanao del Sur, Suwaib Ismael of DARPO Basilan, Kresler Romero of DARPO Tawi-Tawi and Tommy Biruar of DARPO Maguindanao.

During the plenary and focus group discussion, the participants were made to identify the internal and external drivers and barriers of the DAR, which either helped or hindered in the achievements of its targets. They were also asked to identify opportunities for improvements to further enhance the implementation of the DAR’s major final outputs, support to operations projects, priority programs and management accountability.

On the second day of the activity, Secretary Sangkula-Jumaide presented before the DAR Secretary, Bureau, Staff and Office Directors of the DAR Central Office, the Regional Directors, Assistant Directors, Adjudicators and the Provincial Agrarian Reform Program Officers, the Humanitarian Development Assistance Program of the Autonomous Region in Muslim Mindanao (ARMM-HDAP) as part of the effort of the Regional Government under the leadership of Mujiv S. Hataman, in uplifting the lives of the Agrarian Reform Beneficiaries in conflict stricken areas. The Regional Secretary enlightened the audience of the “Kalilintad sa Kanggilupa” Project consisting of social infrastructure component and agricultural enterprise development component of ARMM-HDAP. “The completion of these projects, is seen to revitalize the community and uproot the agrarian reform beneficiaries from the mishap caused by armed conflict and other man-made calamities. The same will not only provide for the household welfare of the ARBs but enhance their production as well,” said Secretary Sangkula-Jumaide.

In a separate statement, Secretary Sangkula Jumaide expressed her support and affirmation to the thrusts and directions of the present leadership. “On our part, we will ensure that the operations and lined up activities of DAR-ARMM are in support to the mandate of the Department and in accordance with the thrust and directions that Secretary Castriciones presented,” she said. The Regional Secretary also emphasized that the programs of the Department will be efficiently and effectively carried out through stronger collaboration and partnership with the various stakeholders.

The recently concluded activity is also aimed to ensure that the development thrusts of the administration of President Rodrigo Roa Duterte are integrated into the programs and services of DAR.
