About The Agency

Department of Agrarian Reform (DAR) is the lead implementing agency of Comprehensive Agrarian Reform Program (CARP). It undertakes land tenure improvement, development of program beneficiaries, and agrarian justice delivery.


Our History

The passage and ratification of the 1987 Constitution paved the way for the creation of the Autonomous Region in Muslim Mindanao by virtue of a special law. Republic Act No. 6734, otherwise known as the Organic Act for the Autonomous Region in Muslim Mindanao.

On September 22, 1991, the late former President Corazon C. Aquino signed Executive Order No. 482 mandating the devolution of the powers and functions of the DAR in the Autonomous Regional Government including the control and supervision over the DAR Provincial Offices within the region.

Consequently, a Memorandum of Agreement was signed between the DAR and the ARMM turning over the three DAR Provincial Offices of Sulu, Tawi- Tawi and Maguindanao to the Autonomous Regional Government including personnel, programs, projects, funds and assets. The DAR provincial offices of Lanao del Sur and Basilan were turned over to ARMM in 1996 and 2004 respectively.

The CARP being national program is also implemented in the area of autonomy. A bigger percentage of the DAR- ARMM budget to implement the program components such as Land Tenure Improvement (LTI), Program Beneficiaries Development, and Agrarian Justice Delivery (AJD) comes from the Agrarian Reform Fund (Fund-158), while the rest comes from the General Fund (Fund-101).

To lead in the implementation of agrarian reform and sustainable rural development in the countryside through land tenure improvement and provision of integrated development services to landless farmers, farm workers and small landowners, cultivators, and the delivery of agrarian justice.

A nation where there is equitable land ownership and empowered agrarian reform beneficiaries who are effectively managing their economic and social development for a better quality of life.
Our Mandate

The Department of Agrarian Reform (DAR) leads the implementation of the Comprehensive Agrarian Reform Program (CARP) through land tenure improvement, agrarian justice delivery, and coordinated delivery of essential support services to program beneficiaries.
